Glenn Athey
Dr. Glenn Athey has spent 32 years working in local and regional economic development as a practitioner, consultant, and advisor. He has worked with city governments, national governments, combined authorities, local partnerships and municipalities in policy and strategy development, evaluations, programme and project design.
Glenn is an LPIP Fellow at the University of Birmingham, where his research examines the persistent implementation failures in UK regional policy—the “implementation doom loop” that has plagued British regional development for four decades.
His consultancy work has spanned hundreds of projects across dozens of cities and regions. Glenn brings practitioner knowledge grounded in academic rigour and evidence-based approaches.
Glenn has held senior management positions in local economic partnerships, regional development agencies and national think tanks.
